Are You Narrowing Your Meta Ads Audiences Too Much? Why Better Targeting Isn’t Always the Answer

For years, advertisers have been told that better audience targeting leads to better results.

Choose the right interests. Refine the demographics. Add more exclusions. Build highly specific audience segments.

It sounds logical. If you can identify exactly who your ideal customer is, shouldn’t your Meta Ads perform better?

Not necessarily.

At Everything Digital, we often see businesses focus heavily on audience restrictions when the bigger opportunity can be found elsewhere. Overly narrow targeting can limit reach, increase costs and make it harder for Meta to find the people most likely to convert.

So, if your Meta Ads are struggling with high CPMs, limited reach or inconsistent ROAS, the problem may not be your budget. It could be how tightly you are controlling the audience.

The Meta Ads Targeting Hierarchy

Rather than thinking about targeting as simply “broad” or “narrow”, it can be more useful to think about it as a hierarchy.

Different levels of targeting have different purposes, and the right approach depends on your campaign objectives, data and creative.

1. Open: Let the Algorithm Learn

At the most open level, you give Meta plenty of room to identify potential customers.

Instead of deciding exactly who should see your ads, you allow Meta’s optimisation system to use the signals it receives from your campaign to find people who are more likely to take action.

This can be particularly effective when your account has enough conversion data for the platform to understand what a valuable customer looks like.

2. Broad: Give Your Campaign Room to Expand

Broad targeting removes many of the restrictions advertisers traditionally rely on.

Rather than building a highly specific audience around a long list of interests and behaviours, you provide the basic parameters that actually matter, such as location and other essential requirements.

The benefit is simple: more potential customers means more opportunities for Meta to find the right people.

Broad doesn’t mean random. It means giving the platform enough room to optimise.

3. Detailed: Use Targeting as Guidance

Detailed targeting still has a role in a Meta Ads strategy.

Interests, behaviours and other audience signals can provide useful direction, particularly when launching a campaign or working with limited data.

However, detailed targeting should often be treated as guidance rather than a rigid definition of your ideal customer.

Your best customer may not fit neatly into the interests or behaviours you have selected.

4. Narrow: Filter for Intent

Narrow audiences can be useful when there is a clear reason to restrict who sees an ad.

For example, you may want to focus on a specific type of customer, exclude existing customers from an acquisition campaign or target people who have already demonstrated a particular level of interest.

The important question is:

Are you narrowing the audience because it improves performance, or simply because a smaller audience feels more relevant?

Those are two very different things.

5. Creative: Where Scaling Happens

One of the biggest opportunities in modern Meta advertising is creative.

If your audience is already broad enough for Meta to find potential customers, your creative becomes a major factor in attracting attention and communicating why someone should take action.

Different creative concepts can appeal to different segments of the same broad audience.

Instead of creating dozens of tiny audiences, you can test different messages, hooks, formats and offers.

Your audience doesn’t always need to become more specific.

Your creative needs to become more relevant.

At Everything Digital, we believe audience strategy and creative strategy should work together. Strong campaigns don’t just ask, “Who should we target?” They also ask, “What will make this person stop, pay attention and act?”

Why Narrow Audiences Can Make Scaling Difficult

Imagine you’ve identified an audience that performs well.

Your first instinct might be to make it even more specific.

But every additional restriction reduces the number of people Meta can potentially reach.

That can create several challenges:

  • Higher CPMs: A smaller eligible audience can increase competition for impressions.
  • Limited reach: Your campaign may struggle to find enough new people.
  • Audience fatigue: The same users may see your ads repeatedly.
  • Slower learning: A restricted audience can limit the volume of signals available to the system.
  • Inconsistent ROAS: Performance can become harder to maintain as the available audience is exhausted.

This doesn’t mean narrow targeting is always wrong. It means narrowing should have a clear strategic purpose.

Your Creative May Be More Important Than Your Audience

When a campaign isn’t performing, targeting is often the first thing advertisers change.

But before rebuilding your audience, look at your creative.

Ask yourself:

  • Does the opening hook grab attention?
  • Is the problem immediately clear?
  • Does the creative speak to a genuine customer need?
  • Are you testing different concepts rather than simply different designs?
  • Is the offer easy to understand?
  • Is there a clear reason for someone to take action?

A strong creative can communicate relevance to a much broader audience.

A weak creative won’t necessarily become successful simply because it is shown to a perfectly defined audience.

What Should You Do Instead?

Rather than automatically narrowing your audience, start by reviewing your campaign signals and creative performance.

Start With Your Data

Look at which campaigns, creatives and customer segments are actually generating results.

Don’t rely solely on assumptions about who should convert. Let your performance data help guide your decisions.

Test Broader Audiences

If your campaigns are heavily restricted, consider testing a broader setup and comparing the results.

Give Meta enough room to find opportunities while maintaining the essential targeting requirements for your business.

Invest in Creative Testing

Test different hooks, angles, formats and messages.

For example, the same product or service could be promoted through:

  • A problem-focused video
  • A customer testimonial
  • A product demonstration
  • A before-and-after concept
  • An educational carousel
  • A direct offer

The goal isn’t simply to produce more ads. It’s to discover which creative ideas generate the strongest response.

Keep Restrictions Purposeful

There are still situations where tighter targeting makes sense.

Retargeting, exclusions, specific geographic requirements and campaigns aimed at clearly defined audiences may require more control.

The key is to avoid restricting an audience simply because it feels safer.

The Everything Digital Approach

At Everything Digital, we take a broader view of paid social performance.

Audience targeting is only one part of the equation. Creative, campaign structure, conversion signals, landing pages, offers and ongoing optimisation all contribute to the final result.

Instead of automatically making an audience smaller when performance drops, we look at the wider picture.

Is the audience too restricted?

Is the creative becoming repetitive?

Are we giving Meta enough conversion signals?

Is the landing page doing its job?

Is the offer compelling enough?

These questions can reveal opportunities that simply adjusting interests and demographics won’t.

The Bottom Line

Better Meta Ads targeting doesn’t always mean more targeting.

In many campaigns, the goal should be to give Meta enough room to learn and optimise while using creative to communicate relevance.

Think of the hierarchy like this:

Open → Learning
Broad → Expansion
Detailed → Guidance
Narrow → Intent filtering
Creative → Scaling

If you’re experiencing high CPMs, limited reach or inconsistent ROAS, don’t immediately assume you need a smaller or more precise audience.

Your next improvement might come from opening up your targeting — and putting more effort into the creative that earns attention.

Sometimes, the fastest way to scale isn’t finding a smaller audience. It’s giving your ads more room to find the right one.
