A practical answer for businesses in the UK, Spain and the US

Short answer: not yet, for most businesses. ChatGPT Ads can now be bought self-serve in the UK, Spain and the US, but the platform is still in beta and OpenAI itself says there are no performance benchmarks yet. For now, we’d wait and watch. The exception is if you already run profitable, well-measured paid search or social campaigns, have conversion tracking you trust and have a small budget you can treat as the cost of learning. Then a tightly controlled test can make sense.
In my view, I’m currently a spectator. I want to watch this space and see where the experience takes us. I need clear and defined reporting, and the CPCs are too high; therefore, my potential CPA is huge!

What are ChatGPT Ads and how do they work today?
ChatGPT Ads are paid placements inside ChatGPT. OpenAI says the product is “currently in beta and in the early stages of scaling”. Testing began in the US on 9 February 2026, and after “a focused pilot from February through April” access is opening up through self-serve Ads Manager Beta. Here is how OpenAI says it works today:
- Where ads appear. Below a ChatGPT response, labelled as sponsored and visually separate. Each ad has an advertiser name, logo, headline, description, image and landing page.
- Who sees them. Free and Go users only. There are no ads on Plus, Pro, Business, Enterprise or Edu accounts, none for users identified as under 18, and none near sensitive topics such as personal health, mental health or politics (OpenAI: Ads in ChatGPT).
- How ads are matched. There are no keywords to bid on. The system weighs the current conversation, your landing page and copy, and optional context hints: short descriptions of when your offer might be relevant. OpenAI says these “are not exact-match keywords” (OpenAI: Create ad groups). Where a user has personalisation enabled, wider ChatGPT signals can count too.
- How you pay. Choose Views (per 1,000 impressions), Clicks (per click) or Conversions (optimised for conversions, still billed per click or impression) in a “relevance-weighted, second-price auction”. OpenAI suggests starting click bids at $3–$5. Minimum daily budgets are £15, €15 or $25, depending on billing currency (OpenAI: Create campaigns).
- Answers and ads. OpenAI says ads “do not influence ChatGPT’s answers”. That is OpenAI’s statement about its own product, and advertisers can’t verify it independently.
On 5 October 2026 OpenAI announced a visual ad format, to be tested during image generation “later this month in the US with an initial group of advertisers”. It also added measurement partners (including AppsFlyer, Triple Whale, Adjust, DV Rockerbox and Northbeam), geo-based incrementality experiments that it calls “still in its early stages”, Negative Phrases for “qualifying advertisers”, and brand suitability pilots with DoubleVerify and IAS.
Can you advertise on ChatGPT in the UK, Spain and the US?
Yes. OpenAI’s availability page lists the United Kingdom, Spain and the United States as “Available” for self-service. The details matter:
- Your legal entity decides eligibility. OpenAI says the legal entity “that will advertise and be billed must be based in a country listed as available”.
- New accounts may start home-country only. OpenAI says some new accounts can advertise abroad only after identity verification and an unspecified level of spend. That affects a UK business targeting Spain, and the reverse.
- Account settings are permanent. Country, currency and time zone cannot be changed once the account is created (OpenAI: Account setup).
- Spain is in the EEA. OpenAI says personalised ads are “not initially available in the European Economic Area (EEA) or Switzerland” and advises avoiding custom audiences there for now, so Spanish campaigns rely on conversation context. The UK is outside the EEA, but OpenAI’s pages don’t separately confirm UK personalisation, so check before planning UK audience targeting.
- The US is ahead. Ads have run there longest, and the visual format is being tested there first.
Our view: for most small businesses the location question is now less important than the readiness question. The more useful thing to ask is whether your measurement is good enough to tell you anything.
How ChatGPT Ads differ from Google Ads and Meta

How ChatGPT Ads compare with Google Search Ads and Meta Ads (ChatGPT Ads details as of October 2026). Google and Meta are described in general terms. Check each platform’s current documentation for your account.
Three differences matter most.
Intent. On Google, an ad answers a query someone typed. In ChatGPT, the ad sits under an answer to what may be a long, specific question. Our view: that could reach people later in their thinking than a social feed does. It is also less predictable than keyword search, because you don’t choose the exact moment your ad appears.
Context and control. Context hints are guidance, not targeting rules. You give up some of the precision that experienced PPC managers rely on. Our Google Ads funnel strategy guide shows how much of Google’s value comes from that control.
Measurement. The reporting covers impressions, clicks, spend, click-through rate, average CPC and CPM, and conversions. OpenAI notes that spend can take 7–8 hours to appear, that reported conversions can include modelled conversions, and that its figures may differ from your analytics tool (OpenAI: Conversion measurement). OpenAI also says advertisers receive aggregated data and cannot see users’ conversations. Our view: you should not expect anything like Google’s search terms report.
Who should test now, and who should wait?
Test now if most of these are true:
- Your Google or Meta campaigns are profitable and you know your target cost per lead or acquisition.
- Conversion tracking works and your consent set-up has been checked.
- People research or compare what you sell before buying: services, travel, software, specialist products.
- You can ring-fence a test budget without cutting campaigns that already work.
- Someone has time to set it up properly and review it weekly.
Wait if:
- Your core paid search isn’t yet profitable or properly tracked. Fix that first. Good PPC management will usually return more than a new channel.
- You sell mainly to buyers who use ChatGPT through paid work plans. Our view, based on OpenAI’s eligibility rules: Business and Enterprise users don’t see ads, so B2B reach may be narrower than ChatGPT’s headline audience suggests.
- You’re in a regulated sector such as health or finance. Some advertisers qualify under strict criteria, but check OpenAI’s policies first.
- £450–£750 a month would put your core activity at risk.
Illustrative example (hypothetical, not an ED client): a US online furniture retailer with sound tracking and profitable Google Shopping campaigns is a strong candidate. A Spanish boutique hotel that takes most bookings through booking sites and has no conversion tracking on its own site should fix measurement before trying a new channel.
How to design a sensible, small, measurable test
A test should answer one question. For example: “Can ChatGPT Ads bring us new customers at a cost per acquisition we’d accept, without cannibalising search?” The principles in our article How Does Paid Media Drive Measurable Growth? apply here too.
1. Ring-fence the budget
Make the test a separate budget line, never funded from brand search or your best campaigns. At today’s minimums, 30 days costs roughly £450, €450 or $750 before set-up time. Note that a single day can spend up to twice the daily budget.
Illustrative arithmetic: if clicks cost close to OpenAI’s suggested $3–$5 starting bid, $750 buys roughly 150–250 clicks. That’s enough to judge traffic quality, but rarely enough to prove profitability.

2. Choose one objective
Use Clicks if you have few conversions. Use Conversions if your tracking already records meaningful volumes. OpenAI says you cannot change a campaign’s objective after creation, so decide first.
3. Set up tracking before you launch
- Add UTM tags to every ad URL (for example
utm_source=chatgptandutm_medium=paid) so paid clicks stay separate from unpaid ChatGPT referrals. See our guide to turning Google Analytics insights into action. - Install the OpenAI Pixel and/or Conversions API, using shared event IDs to avoid double counting, and keep the
opprefclick reference through redirects. - Don’t block OAI-AdsBot or OAI-SearchBot on landing pages. OpenAI requires this.
- Check that your cookie consent covers the Pixel. In the UK and Spain this is a legal question, so take advice.
4. Define success before you start
Before launch, write down your thresholds: for example, cost per lead within an agreed range of your blended paid search figure, lead quality checked by sales, and the share of new customers. Agree what would make you scale, iterate or stop.
5. Protect what already works
Don’t pause brand search to “make room”. Compare branded search and total enquiries before and during the test to see whether ChatGPT adds customers or just takes credit for them. Larger advertisers can explore OpenAI’s geo-based incrementality options.
6. Allow enough time
OpenAI says delivery and spend “can fluctuate” during the beta. Review weekly, but don’t judge the test before 30 days.

Before launch: are you ready?
- Existing Google or Meta campaigns are profitable, and you know your target cost per lead or acquisition.
- Conversion tracking in GA4 or your CRM has been checked in the last 90 days.
- Your offer is one people research or compare before buying.
- Your legal entity is based in a country listed as “Available” on OpenAI’s Ads Manager availability page (UK, Spain and US are listed as of 8 October 2026).
- The test budget is ring-fenced and is not taken from brand search or top-performing campaigns.
- A named owner has at least 1–2 hours a week to review the test.
- You have written down the business question the test will answer.
- Success, iterate and stop thresholds are written down and agreed with whoever signs off the budget.
- Your sector is not restricted under OpenAI’s ad policies (check them for health, finance and other regulated categories).
Setup
- Choose the account country, currency and time zone carefully. They cannot be changed later.
- Complete billing and business verification.
- Choose one objective: Clicks (low conversion volume) or Conversions (reliable volume). The objective cannot be changed later.
- Start with a daily budget at or near the minimum (£15, €15 or $25), and remember that one day can spend up to 2× the daily figure.
- Target countries explicitly. New accounts may be limited to their home country at first.
- Spain and other EEA campaigns: don’t rely on custom audiences or personalisation. Write context hints and copy for contextual relevance, in the user’s language.
- Create 2–3 ad groups by customer need, each with specific context hints.
- Write 2–3 ad variations per ad group, with a clear, factual title and description.
- Send each ad to the most relevant landing page, not the homepage.
- Landing pages load quickly, work on mobile and don’t block OAI-AdsBot or OAI-SearchBot in robots.txt or the firewall.
- Apply for Negative Phrases if you qualify and brand safety matters.
Measurement
- Use consistent UTMs on every ad URL (for example
utm_source=chatgpt,utm_medium=paidandutm_campaign=test-q4-2026). - Install the OpenAI Pixel and/or Conversions API, with shared event IDs for deduplication.
- Check that
opprefsurvives redirects through to the conversion page. - Update your cookie banner and privacy notice to cover the Pixel. Get legal review for the UK and Spain.
- Record a baseline: branded search impressions and clicks, total leads or sales, and blended CPA for the 30 days before launch.
- Put a weekly reporting view in place in GA4 (sessions, conversions, new users) and in Ads Manager (spend, CTR, CPC, conversions).
- Note that Ads Manager spend can lag by 7–8 hours and that reported conversions may include modelled conversions.
- Optional for larger budgets: ask about geo-based incrementality testing through OpenAI’s partners.
30-day review
- Compare Ads Manager conversions with GA4 or CRM, and explain any gap.
- Check lead or order quality with sales or fulfilment.
- Check the new-customer share against existing channels.
- Compare branded search and total enquiries with the baseline to look for cannibalisation.
- Review which ad groups and context hints delivered and which didn’t.
- Check whether OpenAI has changed features, formats or minimums since launch.
Decision rules
Set your own thresholds before launch. The examples below are illustrative starting points, not benchmarks.

Risks and unknowns
- It’s a beta. OpenAI says delivery systems, inventory, formats and buying options will change.
- No benchmarks. OpenAI says so directly. Published success stories are vendor-reported. For example, OpenAI cites DV Rockerbox reporting that WeightWatchers’ attributed cost per acquisition on ChatGPT Ads was 15.3% lower than its blended paid-search benchmark. These are selected case studies from partners with a commercial interest. They are not industry averages.
- Attribution gaps. Modelled conversions, differences between attribution windows and consent losses all mean OpenAI’s figures and yours may not match.
- Less control. There are no keywords, Negative Phrases are limited to qualifying advertisers, and the brand suitability tools are still pilots.
- Reach claims. OpenAI says ChatGPT reaches 1.2 billion people a week. That is OpenAI’s figure, and only Free and Go users see ads.
Prediction: we expect more formats, more countries and better measurement over the next few quarters. That is a reason to learn early on a small budget, not to commit a large one.
Paid vs earned: how ChatGPT Ads fit with SEO and GEO
According to OpenAI, ads don’t change ChatGPT’s answers. If that holds, paying puts you under the answer, while being in the answer still depends on what ChatGPT finds and trusts about your business. Our view: the two support each other.
- The same landing page quality helps both. Clear, specific pages make better ad destinations and better sources for AI answers.
- OAI-SearchBot is named among the crawlers OpenAI requires ad landing pages to allow. It is worth checking your robots.txt for both reasons.
- Don’t use ads to paper over weak organic visibility. If ChatGPT rarely mentions you in your category, fix that first or run both together.
- For context, Google currently shows ads inside AI Overviews only in English in 12 countries, including the US but not the UK or Spain. Ads in AI answers are still uneven across markets.
Depending on our clients’ goals, paid activity might be the first action we take. If not, we introduce it when the time is right.

What this means commercially
- The cost of learning is low, but it isn’t zero. The media minimum is modest. Set-up, tracking, creative and review time usually cost more.
- Measurement improvements pay off anyway. Server-side conversions, clean UTMs and consent checks improve your Google and Meta reporting too.
- Timing. Q4 is peak season for many advertisers. Our view: if your team is stretched, plan the test now and launch when you can watch it properly.
- Markets. US businesses get the newest features first. UK businesses can test now with personalisation status to confirm. Spanish businesses should plan for contextual-only ads and, in our view, Spanish-language creative.
